[Starkit] The fcopy bug and tile

I was finally able to build a 8.4.1 based tclkit with tile statically linked
on Windows.

I have put it all at: http://coccinella.sf.net/tclkits/
which includes a How To README file, various things needed,
and prebuilt tclkits:
