[Starkit] sdx on Windows

What't the latest status of running sdx on windows?
Quite some time ago, I downloaded sdx.bat from sdarchive, because I had
trouble getting sdx to invoke correctly in the Windows CMD dialog, and under
cygwin. I don't think I ever got it working quite right, and it was easy
enough to run sdx from a unix box that it didn't matter much.
Today I was trying to do the same thing, and couldn't get sdx.bat to work.
No matter what combination of tclkit and sdx (or tclkit.exe or sdx.kit) and
various PATHs, I couldn't get anything other than "Can't read sdx." Then I
had the idea of just making sdx.exe as a starpack from sdx.kit. Viola.
I've got something that works reliably on the command line and from
makefiles.
But I peeked at sdarchive to see the current status of the starkits and
starpacks, to find out if there might be something new, and I don't see
sdx.bat any more. It looks like my old (2004) version of sdx should get
upgraded to the 2005/03/01 version. And I see wfs.kit for windows
integration, but the pointer is broken, so it isn't really there.
Have some of the wfs features migrated into sdx? Is there a more cannonical
method of running sdx, other than making a windows starpack?
