Thanks for the suggestions, Goodwin.

sdx.exe starpack (with tclkitsh.exe) seems to work pretty well with Cygwin
and Msys.  I just copy that file into /usr/local/bin, and makefiles can use
it.

Sadly, I can't do file associations on this corporate network.  Security, ya
know.
