[Starkit] starpack differences between unix and windows?

which has some notes from a tcl developer who was reporting problems
getting files updated in a starpack, and the response by
a tcl regular confirming that while he was able to get the
code to work under Linux, there were difficulties (roadblocks?)
on windows.

Is this a known limitation of starpacks?
