[Starkit] utf-8 by default?

Hi Sanchez,

encoding works for me under Linux if I store the iso8859-1.enc in
the real filesystem:

./tclkit
./lib/tcl8.4/encoding/iso8859-1.enc

But I could not figure out a way to put it into the tclkit.
