[Starkit] Suggestion: build instructions

A quick suggestion:

I fetched tclkit from CVS, and of course first looked at the README. 
The README ought to have a direct link here:

http://www.equi4.com/pub/tk/tars/README

and say "Instructions for building tclkit are to be found here:", or
words to that effect.

At least, I think so.  It would get people going that much faster...
