[Starkit] Activating starkit by drag/drop.

Many MSWin applications are activated by dragging a file to the
program Icon and then dropping the file on it. Editors are a
common example. 

1. Can this be done with a MSWin starkit app?

2. If yes, then what kind of interior code would be needed in the
tcl file to open the dropped file??
