[Starkit] kitro target in genkit

[Guaca Mole]

I am looking for a way of generating a tclkit that
does not have a C++ dependency. I have seen the
"kitro" target in the genkit script, but I am not able
to get it to work, it fails with:

$ ./dummy-hostname
application-specific initialization failed: couldn't
read file
"/home/user/build/dummy-hostname/lib/tcl8.5/init.tcl":
no such file or directory

Is the "kitro" target supposed to work currently?
Any other way of implementing a tclkit that does not
require C++?
