[Starkit] Tclkit 8.4.12 problem on Windows

I don't see, in the starkit mailing list archives, a note about
8.4.12 - is it considered a stable release?

The reason I ask is because someone mentioned recently on comp.lang.tcl
a problem . I tried things on my windows xp sp2 box and see problems,
though not necessarily what the original poster was seeing.

Here's what I see.

I first downloaded the tclkitsh-win32.upx.exe binary for 8.4.12 .
That worked just fine. A follow up usenet note mentioned the original
poster had used tclkit-win32.exe. So I downloaded it. And what I see is
this:

$ ls *exe
tclkit-win32.exe tclkitsh-win32.upx.exe
$ ./tclkit-win32.exe
/bin/ksh: ./tclkit-win32.exe: Input/output error
$ ./tclkitsh-win32.upx.exe
% info patchlevel
8.4.12
%

As you can see, there's something peculiar about the 8.4.12 tclkit-win32.exe
file...
