[Starkit] Tclkit 8.4.12 problem on Windows

I think the 8.4.12 and 8.5a4 tclkits are not quite right.  Have been  
having some trouble with builds and runtime initialization when I  
worked on it a month or so ago.  The Mac OS X builds don't even  
startup right.  Not sure what's going on :(
