The Ubuntu package libmetakit2.4.9.3-dev is not only behind, but also unusable because it conflicts with a package that it is dependent on, libmetakit2.4.9.3c2. As a result, it cannot be installed.
Summary
Suggest "downstream" upgrade to 2.4.9.6 - will revisit this issue if the problem persists.

I've found a bug report about this over here - https://launchpad.net/distros/ubuntu/+source/libmetakit2.4.9.3/+bug/72352
My suggestion is to ask the Ubuntu maintainers to upgrade to MK 2.4.9.6 - if the problem cannot be resolved that way, I'll be happy to try and help further.
